Mr. Eksteen participated in a series of tournament matches to win the division gold medal. It was following his final bout on 3rd September 2016 that a no-notice, in-competition doping control test was carried out on Mr. Eksteen and analysed at a World Anti-Doping Agency (WADA) accredited laboratory, Qatar, in accordance with the procedures set out in the WADA International Standard for Laboratories.
The analysis revealed adverse findings for the presence of the following Prohibited Substance: Exogenous Anabolic Androgenic Steroid: STANOZOLOL and its metabolite 3’OH-stanozolol, 4BOH-stanzolol, 16BOH-stanozolol, classified as prohibited on the 2016 Prohibited List of Substances and Methods
Mr. Eksteen has not made IMMAF aware that he has, nor has he ever held, a Therapeutic Use Exemption in respect of this substance. On 1st February 2017, IMMAF issued a ‘Notification of an Adverse Analytical Finding’, relating to the commission of an Anti-Doping Rule Violation pursuant to Article 2.1 of IMMAF’s Anti-Doping Rule (Presence of Prohibited Substances).
The Notification explained the facts concluding the adverse findings in the A Sample, procedures for analysis of the B Sample should these findings be disputed and consequences for admission or confirmation of an ADRV.
Mr. Eksteen was provisionally suspended from all competition from 1st February 2017. Mr. Eksteen failed to respond to IMMAF’s notice. Failure to respond means that Mr. Eksteen is deemed to have accepted the result of his A Sample finding and waived the B Sample analysis, thus admitting an Anti-Doping Rule Violation. As result, a period of 4 years’ ineligibility has been imposed upon the athlete (until midnight on 2nd September 2020).
Results obtained by Mr. Eksteen at the 2016 All Africa Championship are disqualified, resulting in the forfeiture of his gold medal. No appeal has been filed against this decision.
IMMAF CEO Densign White said: “IMMAF continues to take the matter of doping very seriously, albeit without support or recognition from the World Anti-Doping Agency. This is because sporting integrity is a core value of IMMAF’s: Sport competition relies on fair play. Equally importantly, in contact sports any illegal advantage through doping can crucially impact on the health and safety of opponents. We therefore take a zero-tolerance approach to drug misuse.”
